I would take Finland from them. As a disclaimer, I have not been in either of the two, but a former classmate was in Norway, and I once knew a Finn, and from these two experiences I think Finland was the more peculiar and therefore more interesting country. In general, Norwegians are “very normal ticking” people, in mentality they do not differ so much from Germans. Finns, on the other hand, in their “popularity” have such a kind of pragmatism and inconsistency, and thus a peculiar humor. I once read that in Finnish there is probably the word “sisu” for this mentality. And something like this is something you can learn much better in a student exchange than in a holiday…
But only because of the language. The Swedish and Norwegian languages are very similar and both are quite similar to German.
Finnish, on the other hand, is absolutely nothing that could be merged. The language is as strange to us and also to those of Sweden / Norweger as hardly anything else.
Otherwise, I’d have to dice if I had to decide. Both are beautiful from nature – Norway is almost more diverse and breathtaking in some corners – in my opinion. :
In Norway, you will have much easier language than in Finland, so Norway might be more appropriate because you could understand the language more quickly. Norwegian is very close to German, Finnish is something quite different.
Both countries are very beautiful from nature. Norway I find more versatile through the many coasts and the fjords, but this is a matter of taste. As a Norwegian, I also know Norway much better than Finland and can’t judge it so well.
In the end you have to decide this, Norway I can highly recommend, but also Finland, I have been there several times and have acquaintances there.
The language in my eyes is much easier than Finnish. And in the end you want to be able to agree. Norwegian also helps in Sweden and Denmark. This is not the case in Finnish. (I learn Danish and understand, for example, Norwegian in certain parts).
Just from the country, I would find both countries interesting.
Finland has a very good school system (and also good internet 🙃). In addition, they are still very culturally shaped, so I believe that you will gain many cultural impressions. Maybe a little thinly populated, but this is like the beautiful nature.
