Like many other metropolises, New York has its problem areas where robberies and other crimes happen more often. On 9/11 the emergency call system was overloaded and many staff were needed in Manhattan. This will certainly have exploited some criminals and committed such crimes.
But I don’t know any reports.

I once saw a report on a financial fraud. He played off at the time of the attacks. The destruction of the towers also destroyed the evidence. The perpetrators came away, and they stopped without their savings. For many investors, their retirement provision was fussy.
