Where does the answer to the questions in a seminar paper go?

Hello, I'm writing a seminar paper for my Abitur. I have a question for my paper, but I'm wondering where I can specifically answer it. My question is something along the lines of the extent to which China's power structures will come into play as host of the 2022 Winter Games. I have a completely normal structure: an introduction, prior knowledge, and then a chapter with many subtopics where the power structures in various areas come to light. Here I present arguments and facts that indirectly answer my question. I thought I would summarize the results in my conclusion and then be able to answer my question specifically. Is that right? Because the internet is confusing me a bit. I would really appreciate it if someone could help me.
