At the Croatian National Bank this could still be done. Look at their homepage. For the exchange, however, you would have to travel to Croatia. They do not offer a exchange by post.
Recree what is still worth in € and then consider whether the effort is worth it.
Then, by email at the Embassy (Croatia), your bank, country and central bank can ask if there is one.
