Will customs notify me as the recipient if they have withheld something?

My girlfriend ordered Nikes from China and addressed them to me. Unfortunately, the shoes never arrived, just a small envelope with the seller's business card thanking me for the order! Now my question: Does customs notify you about this (for example, in the case of fakes that they detain), or is it possible that only a business card was forwarded? Will I, as the recipient, be notified? Thanks in advance.
