Unlike many here, I understand that you simply mean an Internet connection to which a WLAN router can be connected.

If there is no telephone, TV cable or fiber optic connection, talk to the owner or landlord. That would be quite unusual.

In transition, you can create an Internet connection via the mobile network. This can be a classic mobile phone tariff or a stationary 5G/LTE connection.

There are no WLAN connections.
WLAN is about to translate: Wireit local network. – This is usually associated with an Internet connection (e.g. via telephone line, radio/TV cable or fiber optic cable) and a connected WLAN router.

What are the possibilities in this new building, will surely be able to answer to your apartment owner or manager.

WLAN = radio network

Consequently, there are no “WLAN connections”.

On the other hand, you can get the Internet via DSL, cable, fiberglass, mobile phone and satellite.

Wi-Fi is a wireless LAN connection. Similar to cable-bound and wireless headphones.

I will move around in a new building soon and there are no WLAN connections in this new building.

Logical. There are basically no WLAN connections.
Not in new or old buildings. 🤷
