The picture is pretty bad to make a reliable answer. However, it gives the impression that this is relatively superficial, possibly even only one application of foreign lacquer on your vehicle. In this case, you should be able to eliminate this with a proper polish and some muscle pain. Whether a bump is actually somewhere on the fender or so I honestly do not recognize on this picture – of course, you cannot polish that.

I’d get a proper car polish and polish the clean (!) paint and see what’s left.

New bumper about 300-500€ plus varnishing additionally 300-500€ and also small parts of about 200€ and working time 300-500€…

For 1,100-1,700€, the action should already cost if the complete bumper is up.

If it’s just about scratches and the result shouldn’t be perfect, it should also go with 500€ in smart repair.

Only the bumper can be painted professionally in silver metallic can cost about 800 euros!

A car painting company will confirm this to you!
