What percentage of light penetrates the calm/smooth water surface when the light source is IN the water and shines out of the water?
Is this comparable to a light protection film that only lets through about 60% of the light?

das meiste Licht geht schon aus dem Wasser raus, wenn die Wasserschicht zwischen Lichtquelle und Oberfläche nicht zu groß ist. Wasser ist dabei durchsichtiger für blaues als für grünes oder rotes Licht.
Es kommt aber auf den Blickwinkel an. Licht, das unter einem zu großem Winkel zum Lot auf die Oberfläche trifft, wird total reflektiert.

die Frage wäre umgekehrt gestellt auch für Aquarianer interessant, die meist mit dem “Helligkeitsverlust” ihrer Beleuchtung zu kämpfen haben! Das heißt, dass man das nicht mit einer Lichtschutzfolie vergleichen kann, denn die würde “streuen”, auch kommt es auf den Winkel und den Abstand zur Oberfläche, bzw. des Betrachters an, wie schon in der anderen Antwort geschrieben!
50% Licht kommt durch.
