The miles alone say nothing. The question is, in what state the vehicle is, whether all necessary inspections have been made and whether wear parts such as brakes, tires, clutch etc. are in order. If it’s a burner, I’d look at the exhaust system. Does the vehicle look well maintained? How’s the ride? Is anything beaten (e.g. crossbars) or are there strange sounds? Is it an accident vehicle? Diesel, petrol or electric? And so on. A high number of kilometres is not an internal purchase, rather a good negotiation option.
18,000 KM are quite a lot for a year, but completely ok. Probably the vehicle was used commercially or by a professional commuter. Private rather few people go so much. Of course there is.
