Why can't smartphones and Apple phones open a public website?

muster.de/dgrs/113 (muster is only a placeholder)

No problem on my old smartphone (Android 6) and with Firefox. Chrome (Android 6) reports: The requested URL was not found on this server.

Apple / Safari also cannot find the page.

Even if I enter the first name, i.e.

http::/muster.de/dgrs/113

I'm having no success with Chrome. What could be wrong? What kind of censorship is at work here?

No one.
A censorship would only go out from the state – which excludes the German GG.

Without knowing the exact URL, you can also say or analyze nix.
