It shall apply from devaluation until 3 o’clock of the following day. However, on weekdays only from the earliest 9:00.

I don’t know how the exact rules are for a price increase. There are then either transitional periods in which you can still use the ticket or you can exchange it. However, the traffic allies differ.

The ticket is not valid until it has been devalued.

No, you could cancel the ticket theoretically for two years. Once it has been devalued, it is valid 24h.

In Berlin, for example, it applies from the time of the stamp until 3 p.m. of the following day.
