Here is a table that represents the keyboard shortcut for different quotes, among other things the “Chevrons”, for all larger platforms, i.e. Windows, macOS (including iPadOS) and Linux (probably including Android, but I did not test): https://infothek.rotkel.de/tastaturkuerzel/schriftzeichen/anfuehrzeichen.html

Sweet pancake. These are quotes. They are used in Switzerland so regularly instead of the usual in D-land and are in their keyboard on the button for the quotation mark. If you want to write so regularly, it is easiest to set the Swiss keyboard.
