In fact, you can return a game as often as you want.

But you must note that the last purchase is not 14 days back. Besides, and this is the important thing, your playing time must not exceed 2 hours.

The game time will be retained when you return a game. Means if you play it an hour and give it back the hour will remain on your account. If you buy it again you can play it no longer than an additional hour to give it back.

If you’ve reached the two hours at some point, it was with that back. You can’t handle this, the game time is also counted when you play offline.

And of course Valve can completely exclude you from the return if they think you want to use the system. Then you won’t be banished but you can’t just give it back.

Do you think Valve’s gonna be silly? You can do this until you reach the 2 hours of play.

Do not think that you will be set to zero again after each NEW purchase.

Once there is no time, Steam will refund you as it is when you regularly return Game I don’t know. Will probably not work in the long term.
