Until recently, I was streaming on PS5 and didn't have the option to use any overlays, but now that I have a PC, I have the option to use overlays (chat overlay, handcam, etc.). Does anyone know how to do this?

You need an overlay design first. There are some, also free on the internet.
These are usually animated as a video file when animated or as an image file if not animated, and can simply be dragged into OBS.
Chat, Alerts, etc… to insert goes with widgets. If you use the normal OBS you need to find a page that provides such videos, you can then insert them as a browser source.
For streaming, I recommend Streamlabs OBS, as such widgets are also included directly as an insertable source.
