Multiply the values and add the products in all rows. Then divide by the sum of the values in the first column (i.e. calculate the mean value).

Addendum after comment (Red is only the average without weighting with the population, green is “1229,37 / 155,9” and thus the average weighted with the number of inhabitants).

You can’t just take the second column, because that would then be the consumption of a single Luxembourger, which would be weighted just like the consumption of about 1000 Italians or 1000 French. The average is completely wrong. I’ll put another table in my answer. Wait a minute.
