The i2C-P15Pro2.16.exe program starts on my Windows 11 test system, but with unready, cryptic characters, which indicates a problem with the codepage/language environment.

You should also leave your fingers when you have a clue. Pushing DLLs manually is always the wrong way with normal (not specially developed frying crane) software.
