How long does a judge have to deliver an oral decision in writing?

Do judges have any obligations or deadlines?
I'm asking for a friend. There was a custody hearing with the decision that sole custody was granted to the father. Since no agreement had been reached after almost two years of negotiations, the mother felt that the judge wasn't listening to her arguments at all, and therefore she didn't want to agree to a complete transfer to the father. Instead, she consulted with her lawyer and wanted a judge's decision so she could appeal against it to a higher court (to another judge).
Now she has the problem that this obviously won't happen until she receives the order in writing. But it hasn't arrived at the hearing; they said it would take about four weeks. Now it's been almost nine weeks. She's even called the court, but she was just sent off. The order isn't ready yet. It's still with the judge for processing, and he'll finish it when he's ready. She doesn't know when that will be.
So my question is, is this legal? Can the judge take as long as he wants, and until then, she can't do anything to get sole custody herself?

The question that arises in the case of me is, why does she want the sole custody of the child, rather than diplomatically aim at both having the right of custody and finally deciding the child who lives with it predominantly? After all, the father has already been granted custody. What does her lawyer say?
They both had the common custody, that didn’t work because constant quarrels were unimportant. And yes this is the paradox of the father who has barely time but keeps his mother in the household has got the only custody and she had to go there although she didn’t want it (at 14 years) on the ground so no more and enough time for education because the mother has two more toddlers and under the week with the kids alone because her husband (father of the two little ones) works out lying.
