Could remove the brake disc and clean it with a steel brush. But also goes with a flex that has a steel brush head

With a wire brush (manually or with machine). But you must be aware that the drums look the same after a short time. The work has not painted it because the brake drums can be very hot and a paint usually does not stop it and leaves it.

The function is not influenced by the flying grate. Personally, I wouldn’t do anything and reassemble the wheels.
