The whole is called Carousel or Slider and the points below are indicators. In short, a display at which position the current element is located.

This can be done to a certain degree with pure CSS. However, it becomes easier and more flexible with JavaScript. Be it in which you program it yourself or in which you use a suitable library or finished script.
