You need a domain with email accounts. There are https://www.strato.de/mail/ or https://www.ionos.de/office-loesungen/own-email address
There are other providers, but these are the largest in Germany and best suited for beginners.
For Nerds there are even more and special providers.
You register corresponding domain, ideally directly with mail server, and can then set any word before @deineDomain.de.
If you want an *.de domain, I would wait for Netcup to get his Easter offers out.
You will then get an *.de domain for under 5 € a year. However, without mail server. You’ll need it in addition.

You do not need a website. The domain must be registered and you need an email server. gives many providers who rent the cheap for under 10€ a year
