Why the ban on additional payments if you can only offset losses up to €20,000?

The ban on additional contributions protects the account so it doesn't slip into the red, and then Olaf Scholz comes along and says that losses have to be taxed, even if the account balance is €0. -> You slip into the red. So what's the point of the ban?

There are already several years (in Germany) no longer due to the grant

Few brokers have a supplementary duty , especially within the EU. In the EU, it is prohibited for individuals because of ESMA regulations.
