I assume that the driving school system in Germany basically follows the same laws as other things in Germany. And one of these principles is that whoever orders something pays it. If I don’t order any more driving hours, I’m sure I don’t pay any. And if the driving school offers the service to register and present me for examination, then I order it and pay it.
From how many pupils fall through driving tests, one can really see that the argument “the pupil can only be registered when he is ready for testing” is not applied anyway.
