Why is upload always less than download in Germany?

I would be interested to know why the upload in Germany is always slower than the download, but in other countries like Tenerife, where the upload and download are always the same speed?

In my bull, for example, I urgently need a high upload speed. This also inhibits Germany’s business location extremely.
Download and upload are also more suitable for correct fiber connections here in Germany.
