Why is my Twitch stream lagging? (OBS)?

I wanted to start using Twitch, but I always encounter the problem that my stream is delayed and doesn't run exactly as it should at the right time. I've watched a lot of YouTube videos about it, and it never worked. Most people say I should

obs in the settings then to Advanced and set stream delay to 1

I did that and then they told me to

on twitch no profile picture then creator dashboard then click on stream in settings then set low latency in latency mode

I did that too, some people also said something about cpu load presets but that doesn't help either
