Why is my passenger side soaking wet on the inside?

A week ago, I noticed a musty smell in my car. I didn't think anything of it for a few days until I was sitting in the passenger side and my feet got soaking wet. I felt around to see where it might be coming from, and there's a container under my glove compartment that's constantly wet. I dried the floor, and after 30 minutes, it was so wet again that you could even see a puddle with the naked eye. I've often been told that it could be the drains, that they might be clogged. But the car has been wet even when it wasn't raining.
