Why doesn't my Astra G get warm enough?

I have a problem with my 2002 Astra G Estate, 1.6L (engine: Z16SE). It only reaches 74°C or 77°C while driving (heating on/off). I've already replaced the thermostat. I also replaced the coolant temperature sensor. Both are OEM quality! I'm at a loss now and hope one of you can help me. Thanks in advance!

For what temperature is the thermostat designed (how much degree should it open according to information)? This is indicated on the packaging and when buying on the website.

As I said, I don't do anything myself on cars, everything has to work, and if the workshop tells me that, I have to believe that. And that was also done at low cost – from my point of view at least. In any case, it's hot again, that's what counts.
