Why does my scooter's kickstarter block?

Today I removed the variator cover on my scooter to install a new seal. Everything worked. Then I tried to screw the variator cover back on, which also went smoothly. However, I noticed that the kickstarter wouldn't move. So I removed the variator cover again to see if I'd done anything wrong. There was nothing obvious. The kickstarter won't move at all. Not even when force is applied. Now I'm wondering why the kickstarter is jammed. Do you have any idea what could be causing this?
Possibly, the toothing of the gear wheel holding circuit on your left image does not sit correctly in the gear wheel of the driver (on the right side)
