For many content – whether it’s films or even football transfers or other sports transfers – the ARD only buys the broadcast rights for Germany or Europe (Thema coverage satellite channels via Astra, that is contractually regulated according to everything you know again differently than internet streaming, the rights holders of films etc. are something about streaming there now, strange).
Therefore, at least on paper, they must take effective measures to prevent these contents from being seen from other countries, as they are not entitled to show them.
For example, there is an international version of the daily show where no football matches are shown.
Whether they are practically circumventable or not, does not really play the role as long as geoblocking in the rights agreement they have concluded is regarded as sufficient so that they do not have to buy global rights but only those for Germany.
Other stations are still more stikter (swiss SRF or Austrian ORF), which even encrypt their satellite signal so that no one can see what abroad.
As far as the satellite signal from our ORF is concerned, you can solve it very easily. You only need an acquaintance, even better real friends, best relatives in my country and can register the ORF card on their behalf and then take it to his home country.
Ergo: If the ORF does not notice, the card does not notice and: Where no plaintiff, as no judge.
And I just wanted to say my opinion.
But remember: It is possible to send the ORF stations in DE etc. to receive – but from my own experience I can say that I find something very rare at ORF.
If you find someone who pays his TV fees in CH, you can order the corresponding decoder card. As with geoblocking: Whether it really works 100% is no matter as long as the rights issuers are satisfied and don’t want more money.

I got rid of the sat bowl already at the last move. At least 10 years ago, it was often so that some films were broadcast at the same time in DE on RTL or SAT1, ORF or SRF who also sent them (the first Harry Potter broadcasts I mean so). Just stop at the SRF without the annoying advertisement.
Do well with the CH and that it is possible with you (openable).
But what else – there you don’t even need the Sat card: just use the program “Online TV” – there you get via’s I-Net ORF, SF, DE etc., free of charge.
But as I said: As an Austrian, I can tell you that our state television has not had a level to envy.
