Why do I have to enter strange billing addresses and residence details on Steam?

So, I bought a €20 Steam card today, successfully redeemed it on Steam, and have €20 credit. Now, when I wanted to buy a game and went to the shopping cart, I had to enter this weird billing address and city. And I don't even know which billing address I should enter. Could I be entering a fake billing address here, or does anyone have a billing address?
You don’t get steam mail. They only need the address if you commit fraud.
The billing address is the address to which the invoice goes – i.e. the one from the contract partner – also known as “DU”!

hello I have given a fake address but my real name. what happens now?
So, 2 years ago, I just entered my address from my job (because I work) and hasn’t happened until today. Not even Steam Lock etc…
And 3 years ago I gave it to Google Play Fake address, and after 3 years nothing has happened, I didn’t even get Google Play account locked.
