Why do I have so few fps in games?

Hi, I have an RTX Titan, an i5 12600k, a good z690 motherboard, two 3200mhz RAM sticks with 32 gigabytes of CL18 memory. It also has a 3 terabyte SSD, and an 850-watt power supply. Now I want to play FIFA 23 on my 4K TV, but no matter what resolution or details I choose, the GPU is always at 95% capacity and the fps hover between 15 and 30. No background processes are detectable.

Maybe see if you can change your frame rate in-game, it's usually set automatically and very low.

It could also simply be because FIFA isn't well optimized, especially for 4K.

How are other games going?
