Why do App Limits block the entire iPhone?

My daughter is supposed to be allowed to play on her phone for one hour a day and watch YouTube videos for one hour. This worked well at first, but unfortunately, it hasn't been working in the last few weeks.

I've attached the relevant settings as an image. As you can see, she watched YouTube for 29 minutes today. However, the phone now calculates the screen time for all apps, which comes to over an hour and essentially blocks the entire iPhone. She can request more screen time, but that's not the point of this setting.

The limit is only set for YouTube. Why are the other apps blocked too? Can someone help me?

That’s the problem. The button time is meant for how long it can be on the mobile. To set YouTube, you need to go to the YouTube button and set the corresponding time.
