Why can't I use PayPal in the iTunes Store?

I've been trying to add PayPal as a payment method on my phone for months now, but every time I get the error message: "This payment method cannot be used in the iTunes Store. Try using a different payment method." When I googled what the problem could be, it said that Family Sharing must be deactivated, which is also the case for me. I've already called PayPal and Apple, and their answers were: PayPal: "The problem lies with Apple" and Apple: "The problem lies with PayPal." I urgently need help because I can't use the other payment methods available there.

Hey, write to Apple Support, it can be that you’re mistakenly buying something and it’s canceled or “requested” via Paypal. If you did this, you can’t use Paypal on your Apple account anymore. If you didn’t do this, turn to Apple Support, you had the same problem!
