Why are there technical problems with Škoda trains?

I have a question regarding the double-decker carriage and Class 102 locomotive from Škoda. Also known as the Munich Nuremberg Express.
There have already been several headlines, such as chaos at Munich's Hackerbrücke and trouble with the broken-down train. These were always due to technical defects in the vehicle.
Why is this so? And why can't the problem on the trains be solved?
I've already asked two railway workers. One says the problem lies with Škoda. The other says that due to German TÜV regulations, a different brake had to be installed, and since then, these trains have been acting up. In the Czech Republic, these trains run perfectly.
So what is true?
And will these trains really be replaced by the old InterCity when the timetable changes at the end of the year?

One reason is that the trains are completely redesigned. Previously, there were hardly any double-decker cars for these speeds and not Škoda at all. New developments of this type often lead to greater problems in the finished vehicles. The locomotives do not drive in the Czech Republic, but as I have heard, they are also not completely trouble-free. The cars were ordered significantly to Germany and in another version (I believe up to 160 kmh) for the Czech Republic, so there was already the experience and also lower requirements.
Some Skoda cars are already parked in Pasing West Bbf. If she can’t put Skoda back on the farm, then at least the neighbor so that you don’t have to bring her to Opladen.
The series 102 can be moved to DB Cargo before the transfer to Opladen.
