First.
These are leftovers from the period of prohibition and the economic crisis at the end of the 1920s. The people have drunk and burned alcohol from despair. This became so bad that the alcohol was completely banned in the USA and was partially legalized only years later. Some of the prohibitions/laws are still in force in some states.
Actually, this has more to do with a bad model than circumcision of freedom and who is in any case not free but caught in the Alk/Dellirium.
