Why are parking spaces reserved for disabled people?

I understand that they want to be given priority.

But often I see a parking lot that's overcrowded, but the disabled parking spot remains empty. Of the three, only one or none are occupied.

And the other cars are driving back from the swimming pool or somewhere else because there are no parking spaces available.

I like to keep the seats free. I also only park in exceptional cases on “Mother with Child” parking spaces. They already have their purpose and if a wheelchair is really coming, and all its suitable places are occupied, that would be very bad.
