Hello, in principle, the person who has the contract in the travel agency must pay. If a travel cancellation insurance has been booked – the money can be reimbursed, for example, in case of illness.

If Person A Person B has commissioned the booking, it must refund the costs to it (§ 670 BGB). Whether A flies or not, does not matter.

However, you should check whether the booked fare allows cancellation and partial refund.
