The 1650 is probably about the 75W power consumption.
But you also have much more performance with the AMD card than with the 1650.
Could, there is no information on the remaining hardware. If you are replacing a 75 watt card against a 250 watt, you need to make sure that you had at least 175 watts reserve before, otherwise your power supply is simply too weak.
As hardware is likely to become more powerful in the future by simply supplying it with electricity more and more than making it more efficient, a 500 watt PSU will not come far in the long term.

The most affordable option is the AMD RX 6800 in sale. Alternatively choose an RX 7800XT. Then you have enough VRAM for the resolution.
