When is a building savings contract ready for allocation if you pay in all at once?

I have a relatively healthy 100-euro building society savings account; I've slowly saved up around 10,000 over the past few years. My banker told me that when I had about €46,000-47,000 in it, it would be available for allocation. To avoid hitting the limit early, I've been paying in slowly. I already have the missing €35,000 in another account for that. If I want to take out a loan for a garage next year, when should I pay in the 35? I don't want to deposit the money until I need it, as I'll earn more interest on it than on the building society savings account then, so I won't withdraw it from my investment until "necessary."
The question is: What are the credit conditions of the construction contract?
Is an allocation worth compared to the current credit conditions?
