When do you use quotation marks?

Sometimes I see the quotation marks at the top and bottom (“XY”) and sometimes both are at the top (“XY”).

When do you use which one?

Most of them use only “these” from laziness because they are easy to create by keyboard. I used to do that. But thanks to programmable special keys, I only use the typographically “corrected”.

I also use the uncorrected. On a German keyboard it should actually be possible to use the correct ones directly and without detours.

Both above are actually the English version. In German always up and down

The quotation mark is “ and the abduction mark is “. Only rotten people use signs at the front and back.
