When do I use active and when passive?

Active —-> A person is at the forefront
Example: The Krampus beats the children with the rod.
Passive —-> The action/the action is in the foreground:
The children are beaten by the cramp.

When active, the one who does something is at the center of attention, e.g. I read a book.
In the passive, what has happened, that is, the action/the action, is at the centre and often the one who does not know it, that is, for example, the book is read (from me).
