I have to correct myself:
The 12.55 V is only present if it is the pure secondary alternating voltage of the transformer.
With a DC voltage, the voltage should still be limited to 12 V by a voltage regulator.

From what it looks like to me, it's a transformer.

It transforms the 220V to 12V with a current of 12A.

It's a laboratory transformer; the red and black sockets can be connected with plugs and used to power things with 12V. So it's also popular in schools or hobby areas.

I think you'll get 20€ for it with luck

It's a 12V 3A DC power supply. I remember it from my youth; it powered mobile CB radios.

A 12V laboratory power supply. This was used, for example, to power and repair car radios in a workshop.

It's hard to say how much it's worth. First, you'd have to know if it still works. If so, then maybe 20 euros. If you can find a collector of old devices, maybe more—but you'd have to find one first.
