What is the reason?
I have a PC and the water cooling has a temperature of 39 degrees without me playing anything. Is that normal or did I do something wrong when I put it together?

the 39°C seem relatively normal to me. The processor is also quickly warm at 40°C.

In operation, your CPU will naturally be warm. The cooling water is also heated by direct contact with water cooling. 39° are not tragic at all in the idler.
Whether you’ve installed the whole thing wrong, you can’t exclude it without any further data.
