What is exclusive advertising and what are some examples?

I just happened to see an ad on TV. It was for fish sticks — without fish . Isn't that misleading? They should call them vegan baking sticks. It worked with milk too. I don't really have anything against vegan food, if you like it, but I think this is going too far.
