Alarm rics can be compared with a phone number.
Members of the BOS (Fire Gun, Rescue Service, etc) carry a radio detector (FME) on the man/woman in which individual RICs can be programmed.
For example:
Max Patternmann is a member of the fire department Pattern City.(RIC-1)
Max is breathable (RIC-2)
Max has a dangerous goods training/CSA carrier training(RIC 3)
These 3 RICs are now programmed on Max's FME.
Now in Pattern City, one calls the 112 and reports a fire. The dispatcher in the control station then alerts the fire department sample city. All the FME programmed the RIC-1.

In a neighboring town of Patternstadt there was a dangerous goods accident, the forces on site do not suffice or are exhausted. The control station then alerts the cameras that have formed the dangerous goods or CSA carriers.
