It’s not a misprint. This is completely impossible because both core and ring are embossed simultaneously. The core was subsequently removed and reused.

Edit: As Bronze Ageler said, mutatis mutandis changed/damaged coins are worthless if they still have a good fortune on the cash register.

But then ask: how much worth the misconducted 1€ coin. That’s what I’m all about. Then you look at the coin exactly when it says it has a misprint
