What high school average should I aim for to get into an elite university?

I'm currently in eleventh grade and attend a school in Lower Saxony. I'm wondering what grade point average and grade point average I should aim for in order to be accepted to an elite university like Oxford or Yale, ideally with the support of a scholarship.
In recent years, I've had a 1.5 average and have been rated "outstanding" in both social and work behavior. What grades should I aim for in my Abitur to maximize my chances of admission to such a university?

So you don't care if you're studying in the USA or in the UK? I would first inform you about the different study systems in the UK (eg Oxford and Cambridge) and the USA (eg Harvard and Yale). Then it depends on what you want to study. By the way, there are scholarships for Oxford usually not for university students, as you have to have at least one Bachelor.
Research on the Internet, where the differences lie, and what conditions you have to meet. You can also find the costs or possible scholarships / promotions by foundations etc. It's too complex to answer it like that.

Elite universities often choose not only after graduation but also after an aptitude or motivation examination. Extra-school performance (eg social engagement, sport, music) can also play a role.

I also think the universities look a lot at extracurricular activities, so I would also see that you have something to say even if this is more difficult in Germany because it is not part of culture.
Personally, I would recommend you to write an email to the corresponding universities. Explain that you want to study there later and whether you can give you a little overview of what criteria are so relevant for foreign students.
PS: Did you consider how you finance this? The universities in Germany are not free of charge.
