What exactly is the permit rent?

Hello, I have to give a short presentation at school soon about the possibility of increases in rent for publicly subsidized apartments.
I know that since 2002, cost rent has no longer played a major role, but rather the approved rent. However, I've found so little information on this topic online that I'm almost at my wit's end. Does anyone know anything about this and can help me?
I would be grateful for any help.

The tenant who wants to rent an apartment with the help of the JC can only use up to the limit of the "approval rental" living space. This rent is to be distinguished in the costs of accommodation and operating costs and heating costs (excluded from operating costs). The living area is also limited.
