What does this zone mean?

I'm currently in the Netherlands and saw the sign in the photo, or rather, I'm currently in that zone. I would have thought it meant that there are restricted parking restrictions everywhere, but there are normal parking spaces along the sides of the street, and there are also normal cars parked there.

but on the roadside there are normal parking and there are also quite normal cars.

The restricted stop ban applies on the road, not on parking bays next to the road.

And not in the middle of the road, but on the edge of the road 😉

With us in Germany, this is also close to me, there is the sign and there is drunting, "Parking in marked areas allowed" that is when parking is marked you can park there. Now I don't know how this is in the Netherlands, but I think that will be similar. Are the parking spaces marked on the street?

You should park like the Panda in the background, but not at the edge of the road, but only in parking bays.
