I guess he wasn’t killed to punish him for his deed. All his members (who helped to break in) were killed and also his best friend. Probably he wasn’t killed because he’s all been suggesting and he suffers from the fact that his best friend and so was killed and all the others probably blame him and hate him for it. Another guess would be that the current frontman (so 001) wants him to become the next frontman, since he won and plays again (as it is with the current frontman).
Ps: In addition, 456 is the main character and it would be pretty bad to bring this

I think 001 sympathizes certain dimensions with 456. He has so far been the only one who has returned and he is trying to use himself for the general public.
The season wouldn’t be very interesting if 456 had been shot.
