You are of legal age and were already of legal age when you created your PayPal account, right?

Then please call PayPal customer service; they have very friendly employees who will be happy to help you:

0800 – 7234500 or 069 – 945189832/ Mon.- Sat. 9:00 to 19:30

And be prepared for PayPal to perform a data check using an ID scan for identity and age verification.

Unless you have refunds that would explain it, I'd wait a couple of days. I had this problem recently, and about 24 hours later I was able to use it again without any changes. Whether there was a pending review in the background or, for example, simply a communication problem with my bank's network is pure speculation.

Have you perhaps opened a new bank account and still listed the old account on Paypal?

PayPal's algorithms have suspected that you are a minor. You will not be able to use PayPal until you provide a real credit card.
